Since a lot, but not all, parents have abdicated responsibility for their kids' behavior, both in the cities and suburbs, I don't think a curfew is a bad idea. I think the shootings in Hartford/New Haven are terrible but have to admit the first thought in my mind was "What were they doing out at that time?" because at least in one case the kid was 12 and riding a bike at 11:30pm. My fear is that if this is made a law, it'll be enforced with the same vigor as the "no talking on hand held cell phones" law is.
When West Farms mall went through a re-organization/renovation of its stores 21 years ago, it got rid of any and all businesses that were attractive to mall rats including a movie theater, Burger King and lower end stores that had affordable merchandise for teenagers. Although some of these businesses may have returned they are much smaller and harder for teens to hang out in. This is also one reason West Farms will never have a food court.
