BTW - Don't we think that "noticing" events such as this using the dinosaur press (i.e. Hartford Courant, Advocate, Simsbury News, etc...) is a bit out-dated. There needs to be a better way to do this. I know quite a few people who do not bother to read the dead-tree rags. In the days of Samuel Clemmons, the paper was a state-of-the-art way of getting news out to interested parties - and those same parties read the paper to get their news. Nowadays, with newspaper circulations on the decline, it is a bit outmoded for governments to be able to say "we gave notice" using a tool (analogy: rock vs. precision , computer controlled, 5-axis cutting machine) that fewer and fewer people use.
